"We talk about homicide rates and deaths. Fear is a huge part of the protection mandate, and we don't measure it well" said Ronak Patel, director of the urbanization and crises programme at the Harvard Humanitarian Initiative...
"Today the international community is coming together to help give Mali a long-term development perspective. But we should not forget the urgent humanitarian needs of many Malians affected both by the conflict in the North since early 2012, and the food and nutrition crisis which continues to hit many of the most vulnerable people. The food crisis is now reaching emergency levels in some parts of Northern Mali. The lean season is making this worse, in Mali as elsewhere in the Sahel - so we need to act urgently to help get assistance to people."
Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, Kristalina Georgieva, said "With the increasing frequency and complexity of disasters, making a coordinated and immediate response is an essential part of any life-saving action. We have established the Emergency Response Centre to enable the EU and its Member States to respond to overwhelming natural and man-made disasters in a more timely and efficient manner."
“Finally, nowhere in our legislation is it defined that we have to operate only on IHL qualified situations. It is mentioned: ` "Whereas people in distress, victims of natural disasters, wars and outbreaks of fighting, or other comparable exceptional circumstances have a right to international humanitarian assistance where their own authorities prove unable to provide effective relief.’"
