"Given the increasing level of imports, however, we estimate the storage capacity will need to expand to 310 million barrels for phase III and total SPR storage capacity will rise to 620 million barrels to maintain oil stocks equal to at least 90 days of net imports" the bank said
It added that since the Lanzhou and Dushanzi facilities under the second phase were started to be filled in the first half of last year, "no new projects have been completed or started oil injection in China since."
