According to Subero, in the US "the vast majority of Venezuelans trying to migrate enter the country with a nonimmigrant tourist or business visa. During 2010, 527,907 Venezuelans entered the US with nonimmigrant visa."
Regarding the diversity visa (DV) program, the agency noted that immigrant visa processing, including diversity visas, "continues and remains a high priority. The Department expects to have used all numbers for DV-2014 when the program year ends on September 30, 2014."
...Per the Department, "[w]e have experienced CCD outages in the past, but they have never disrupted our ability to perform consular tasks to this extent."
