...municipalities in the proposed area will take place before any private or public property is put in a Critical Habitat Designation," said Crawford. "the testimony we heard today points to the financial burden individuals will be exposed to as a result of a critical habitat designation process that fails to take in to account the financial burden that would be imposed on municipalities and rate payers as a result of the epa having the comply with the endangered species act."
...impact from the closure of the mitigation hatcheries in the First District, or anywhere else in the country, for that matter," said Crawford. "i have heard from folks at home, almost on a weekly basis, about the continual cloud of uncertainty that surrounds the operations at these hatcheries. that is why i have drafted legislation and have regularly sought assurances from agency officials that these mitigation hatcheries remain open. any closure would result in significant economic harm to these communities and to a vital part of the economy in arkansas."

"there is significant ambiguity about how this proposed rule is worded, as it will likely result in the regulation of bodies of water that currently are not, such as rice fields and agriculture water retention ponds."
