The problem is that 88% of African state schools are poor performers. Says the study for the Presidency: "The AchillesAchilles heel of the South African education and training system is the inability of the majority of primary schools to provide adequate reading, writing, and arithmetic skills to some 80% of the country's learners. The inadequate preparation of primary school learners, in turn, is the direct cause of the poor progress of students in high schools, further education and training (FET) colleges, and the higherhigher education sector."

The South African Democratic TeachersSouth African Democratic Teachers Union (Sadtu) went even further, stating: "The actions of Advocate Thuli Madonsela are clear systematic signs planned to create anarchy and divisions within our society and the ANC in particular."
