A Moody's index of covenant quality on bonds rose to 3.94 in the last three months from 3.74 a year earlier... a reading of 5 is the weakest and 1 is the strongest. Debt with the weakest level of protections from borrowers rated B1 or lower accounted for 35% of offerings this year through April, compared with 29% in the corresponding period of 2012. Borrowers are taking advantage of investors searching for high yields with the Fed holding interest rates at about zero for a fifth year. Yields on a Bank of America Merrill Lynch index for junk bonds reached an all-time low of 5.98 percent this month from as high as 22.65% in December 2008.
