...In a nutshell, here's the Farm Bureau's problem with the legislation: "The bills go well beyond addressing issues of basins in overdraft, casting a cloud on water rights and establishing requirements that will lead to confusion and litigation."
"It is hard to say that it was a surprise, I think that we all know that this is a very severe drought," she said. "But, that being said, it does have a quality of being unexpected."
